NG9-1-1 GIS Data Needs and Use -- 2020 and Beyond


Presentation Outline:

One of the primary end-state goals of transitioning from current traditional call routing technology to NG9-1-1 technology is the need to replace the aging analog systems across the country as they near their end of life and need to be decommissioned. This transition can’t be accomplished until a replacement database and call routing system, based upon GIS data, is compiled, vetted, and tested. This session will review some of the foundations that need to be understood in this transition as well as provides guidance on where to start and guidance available today from national 9-1-1 organizations.


  • ‘Where We Are Today and Where We Need to Go’ - overview of 9-1-1 technology use now vs the changes required of it across the U.S. and Canada in the years ahead.
  • ‘Fundamental NG9-1-1 Data Concepts’ - minimum concepts that need to be understood by local and state governments, as well as the private sector, before transition is undertaken.
  • ‘PSAP/ECC Boundaries, Responders, Roads and Address Points’ - minimum data needs vs End-state Goals.
  • ‘The ALI & MSAG: Today and Tomorrow’ - past, present and future role for these mission critical 9-1-1 database resources.
  • ‘Planning for the Work’ - a pragmatic approach on what sites should focus on first.
  • ‘On the Horizon’ - technology changes and subsequent demands on Public Safety data development and maintenance needs.



About The Speaker:

Richard Kelly has 25 years of public and private sector GIS experience ranging from Appraisal District and Council of Governments Planning to acting as Senior GIS Solutions Engineer for a leading national 9-1-1 CPE provider. He currently serves as Vice President of Geospatial Solutions with 911 Datamaster. Mr. Kelly has designed and patented 9-1-1 applications & processes, written about and presented on many aspects of Public Safety use of GIS, and is involved with both NENA and APCO standards workgroups as well as serves as NENA’s liaison to NSGIC.
