The City of Wylie Information Technology division is seeking a motivated leader to fill the role of GIS Manager that is currently available. The selected applicant will manage the system design, planning, testing, implementation, maintenance and staff coordination of an efficient Enterprise Geographic Information System that is leveraged by all City business units. This position provides direction to others.
Supervision is provided by the Operations Director.
Manages, coordinates, and implements GIS technology for the entire city.
Administers and maintains all aspects of ArcGIS Enterprise.
Supervises and manages GIS staff with daily responsibilities, resolving employee concerns and problems, and completing employee performance evaluations.
Assists in guiding and developing project visions and coordinates GIS process engineering, training and utilization programs that enable end users.
Writes and reviews specifications to cover implementation, modification and maintenance of GIS.
Identifies, analyzes, and resolves technical and administrative GIS issues.
Works with staff to determine spatial needs and necessary GIS applications and processes.
Leads or directs GIS planning and design teams consisting of staff members from various departments throughout the City.
Establishes and ensures compliance of policies and procedures for GIS operations and maintenance.
Designs, develops, and delivers maps, databases, spreadsheets, graphs, and GIS applications using ESRI products and other tools for staff, consultants, and the public.
Oversees the addressing process and interacts directly with external and internal sources for data capture, research, and performing database tasks.
Gathers and verifies data, performs GIS analysis, data modeling, and mapping using Autodesk and ESRI products.
Provides advanced technical support for custom applications and packaged software products.
Maintains up to date job knowledge by participating in educational opportunities, including annual conferences, online or in-person classroom training, and educational media.

Knowledge, Skills & Abilities:
Working knowledge of multiple operating systems for servers, desktops, and mobile devices.
Working knowledge of network design and implementation.
Ability to work without continual supervision.
Experience with Microsoft Office Applications.
Experience with ESRI ArcMap 10.4 or higher.
Experience with ArcSDE, ArcGIS Server, ArcGIS Online, and ArcGIS Portal.
Ability to analyze problems, identify alternative solutions and implement recommendations
Good organization, verbal communication skills, written communication skills and time management skills
Ability to effectively interact with all levels of co-workers, management staff, citizens and the public
Ability to work overtime as needed
Ability to follow departmental policy on attendance
Ability to pass a pre-employment drug screening test, physical, and criminal background check

Bachelor’s Degree in Geography, GIS, or Computer Science, or 48 semester hours of coursework in a closely related field and five (5) years of experience in a similar position. Valid Texas Driver’s License. Completion of National Incident Management Systems (NIMS) training courses as outlined by Emergency Management.
PHYSICAL STRENGTH REQUIRED:
Moderate: Exerting 20-50 pounds occasionally, 10-25 pounds frequently, or up to 10 pounds constantly. Must be able to travel from various City facilities where little or no public transportation might be available.
