    Summary

    Responsible for managing and implementing all facets of the Street Department’s Geographic Information System (GIS) database and Cartegraph Asset Management System, including projects, initiatives, and programs.  Develops, maintains, and updates all GIS maps, databases, software and equipment.  Acquires, creates, and analyzes geographic data.  Provides GIS data, maps and reports for the City of Garland Street Department. Recommends new products and methodologies necessary to create and maintain an effective GIS program.  Serves in a lead role on project teams and/or provides oversight of work and trains other staff.

    Target Hiring Range: $81,249.22 - $99,947.64

    Essential Duties and Responsibilities

    • Provide complex GIS-based spatial analysis to design and generate customized maps, advanced reports, and other graphical deliverables to internal and external stakeholders.
    • Provides operational support, instruction, and training to departmental GIS users; acts as a systems manager for GIS applications and Cartegraph asset management software to ensure systems remain functional and accessible to all users; diagnoses and troubleshoots problems experienced with GIS and Cartegraph related software and ancillary equipment.
    •  Functions as the primary liaison to the department’s GIS and Asset Management System vendors, users groups and City GIS staff in other departments.

    • Continuously aggregates and analyzes data generated through various department operations. Synthesizes data and integrates into appropriate automated data management systems for use in tracking and monitoring department performance; ensures continuity and technical alignment between various systems to optimize the department’s asset management program, data management process, and business processes.

    • Provide project life cycle management for the Street Department’s asset management system(s), including, but not limited to policy recommendations, systems implementation, development of related specifications, documentation of business requirements and processes, change management initiatives, and emergency management planning.

    • Develop and maintain a comprehensive inventory of physical assets managed by the Street Department to include the history of inspections, repairs, maintenance, rehabilitation, failures, replacements, and condition assessments of those assets to include, but not limited to, street pavement, alleys, sidewalks, creeks, guardrails, and drainage inlets.

    • Facilitate coordination and communication across all Street department divisions and facilitate the decision-making process for asset management program enhancements. 

    • Create, edit, maintain and acquire data and integrate data into the City’s enterprise geographic information system using multiple methods including, but not limited to, ArcGIS, Trimble, Field Maps, QuickCapture, SQL, and other related data-capturing devices; digitizes information from various sources into GIS layers to support Street Department programs, projects and initiatives.

    • Performs data research, investigation and verification.

    • Design, build, manage and maintain various mapping, dashboard and analytical tools on the Street Department’s webpage to support communication of project and program information to customers and other stakeholders.

    • Provide support for GIS data conversion, systems integration, application development and implementation.

    • Provide support for cartographic design and high-quality map production.

    • Perform Global Positioning System (GPS) field data collection as required; conducts site visits to acquire, record, verify and update data for various GIS layers or attributes.

    • Perform GIS data quality control, including reviewing data for completeness and accuracy; identifying and correcting errors or omissions in the data; apply industry-standard quality control methods to new data and ensure compatibility with existing data to ensure database integrity.

    • Catalog and inventory GIS data, including metadata creation.

    • May supervise or provide general direction to the pavement inspector responsible for evaluating and rating condition of pavement assets.

    • Foster teamwork, cultivates partnerships, and actively participates in initiatives to promote and build the GIS program through collaboration with other departments, outside agencies, and relevant professional organizations.

    Minimum Qualifications

    Education/ Experience:

    • Associate’s degree or currently enrolled in vocational training in Geographic Information Systems (GIS), Information Technology, Computer Science, Cartography, Data Management, or related field.

    • 5+ years of experience with GIS using ESRI ArcGIS software and field data collection

    Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

    Preferred Qualifications

    Education/ Experience:  

    • Four-year college degree in Geographic Information Systems (GIS), Information Technology, Computer Science, Cartography, Data Management, or related field.

    • 7+ years of experience with GIS and field data collection, or any equivalent combination of education and experience.

    • 2+ years of experience in construction, surveying, civil engineering, or maintenance operations with a focus on municipal infrastructure

    Knowledge, Skills & Abilities:

    • General knowledge of municipal government operations

    • Working knowledge of geographic concepts such as map projections and coordinate systems

    • Knowledge of Adobe Creative Cloud products sufficient to create professional exhibits and renderings

    • Knowledge of Computer Aided Design (CAD) programs

    • Knowledge of municipal infrastructure including procedures, techniques, and standards for design, construction, and maintenance

    • Knowledge of project management principles that includes planning, organizing and coordinating multiple projects

    • Knowledge of existing and emerging technologies related to GIS, including but not limited to mobile, wireless and web applications

    • Knowledge of Cartegraph Asset Management System or other work/asset management software systems

    • Knowledge of cartographic and remote sensing principles

    • Skill in the ESRI suite of applications including but not limited to: Field Maps, QuickCapture, and ArcGIS. ArcGIS Pro experience preferred.

    • Skill in Microsoft Office (Word, Excel, Powerpoint, and Access)

    • Skill in Relational Database Management Systems (RDBMS) such as Microsoft’s SQL Server

    • Skill in research and methodology analysis

    • Skill in efficiently entering data via computer with few errors

    • Skill in establishing and maintaining effective working relationship with subordinates, peers, and management and partners

    • Skill in effectively conveying technical information with messaging appropriately tailored to the targeted audiences

    • Skill in preparing clear and concise reports, correspondence, policies, procedures and other written materials

    • Ability to follow oral and written instructions to complete work goals

    • Ability to set up and operate Global Positioning Systems and problem solve

    • Ability to multi-task and to work independently in an office environment and in outdoor settings subject to environmental and climate variations to include job sites actively under construction.

    • Ability prioritize workload with limited supervision, think critically, troubleshoot problems, and make sound decisions based on experience and judgment.

    • Ability to resolve complex problems and issues.

    • Ability to read and interpret documents such as construction documents, procedure manuals, policies, and technical documentation

    • Ability to receive detailed information through oral and written communication

    • Ability to author and design documentation including, but not limited to, training manuals, job aides and Powerpoint presentations.

    • Ability to coordinate the implementation of new systems, processes and practices

    • Ability to write custom queries and reports to specification utilizing report writing software.
       

    Licenses and Certifications

    Valid Class C Texas driver's license

    Physical Requirements / Work Environment

    The incumbent normally works in a typical office environment; relatively free from unpleasant environmental conditions or hazards. Frequent outdoor site visits and field work is required.
