    • Objectives

      1.01 The Cy-Fair Fire Department (CFFD) shall define the position, duties, and minimum requirements for each rank in the Department.

      Title: GIS/CAD Analyst

      Selection: Selected by the IT Manager, approved by the IT Director

      Reports to:  IT Manager

      Positions Supervised: N/A

       

      Responsibilities

      B. EDUCATION/DEGREES:

      4.01 Essential Job Functions – Performs all work duties and activities in accordance with Department Standard Operating Guidelines, including Bulletins, Memos, Safety guidelines, Personnel Handbook and Chief’s Orders.

      A. Duties may include but are not limited to the following:

      1. Map and cartography programs to update the Cy-Fire FD’s Fire Computer Aided Dispatch system and ensure the most accurate GIS information is available for staff to utilize.

      2. Perform basic GIS functions, utilizing system computers, software, and programming skills to support and maintain the GIS and CAD systems.

      2. Using GIS software produce and update a wide range of base and specialty maps for both internal and external use, ensuring accurate and up-to-date GIS maps.

      3. Respond to GIS support requests from other divisions, conduct digital and web-based cartography, data management, and utilize GIS analysis tools to support the Departments spatial information.

      4. Provide comprehensive support for a range of GIS projects, assisting with tasks such as creating maps, reports, defining workflows, and other GIS products, supporting GIS users, and offering geographic analysis to aid decision-making.

      5. Optimize Computer Aided Dispatch end user configurations for efficient dispatching and 9-1-1 call taking operations.

      6. Maintain Computer Aided Dispatch PC workstation configurations.

      7. Maintain all Computer Aided Dispatch database files, including incident type codes, priority codes, emergency response area/beats, response plans and resource assignment tables.

      8. Research and verify missing street segments, address changes, new streets and changes to response beat/zone areas.

      9. Prepare periodic map updates.

      10.Create, modify, and delete system end-user accounts.

      11. Participate in Computer Aided Dispatch and operating system upgrade

      12. Participate in technical training and Department in service training sessions; special events including Department Operations Center (DOC) activations, training sessions and setups and tear downs as necessary.

      13. Troubleshoot GIS/CAD system problems including documenting anomalies, reviewing error logs, working with vendors on resolution of issues, and tracking open cases/tickets.

      14. Provide Help Desk support to GIS/CAD end users. Write user documentation and reference guides.

      15. Assist IT Technicians in hardware and software maintenance on PCs and mobiles as requested.

      16. Attend and participate in user group meetings as requested.

      17. Formulate database queries and design reports to provide statistical analysis and department management reports as requested.

      18. Provide GIS/CAD user support.

      19. Answers questions and provides information to Department and other interested stakeholders.

      20. Perform other duties as required.

       

      4.02 The Department shall define the position, duties, and minimum requirements for each rank in the Department. The GIS/CAD Analyst will directly serve in the Information Technology Division and is directly responsible for providing support and expertise on complex projects. Due to the complex nature of these duties, the position may or may not involve the supervision of subordinate staff. This position requires considerable tact and discretion. There is regular access to confidential material, which, if revealed, may be detrimental to the Departments interest. The level of responsibility is such that errors may be serious and could have an adverse impact on the administration of the Department and the community it serves.

      3.01 Essential Behavioral Expectations

The physical demands and work environment characteristics described are representative of those that must be met or are encountered by a member to successfully perform the essential functions of this job.                   1. Prolonged period of sitting at a desk and working on a computer.

                  2. Must be able to lift 15 pounds at time.

       

      3.02 Required Experience and/or Qualifications:

       

      A. Desired Knowledge/Skills/Abilities:

      1. Knowledge:

      a. Up-to-date principles of data processing and computer science

      b. Principles and techniques of complex and systems analysis

      c. Operational characteristics of data processing equipment and peripherals

      d. Methods and procedures of computer software design, development, and maintenance

      e. Experience supporting public safety applications such as Computer Aided Dispatch and Records Management Systems, and AVL/GPS functionalities

      f. Experience relates to using the ESRI ArcGIS suite of products (ArcMap, ArcPro, ArcEditor, ArcCatalog, and ArcToolBox), ArcSDE, and FGDC Metadata creation; GIS development experience with SDE, SQL Server, Python, Model Builder, or VB.NET

      g. Applicable programming languages and operating systems

      h. Report preparation, research methods, and statistical principles

      i. Methods of effective project planning and management

      j. Application and interpretation of Department policies and procedures as well as local, state and federal laws and regulations relevant to the program area

       

      2. Skills:

      a. Excellent verbal and written communication skills.

      b. Promotes teamwork and a customer-oriented business philosophy.

      c. Excellent time management skills with a proven ability to meet deadlines.

      d. Strong analytical and problem-solving skills.

      e. Continually seeks, maintains, develops and implements industry “Best Practices”

      f. At least 2 to 5 years of GIS experience.

       

      3. Abilities:

      a. Coordinate and participate in systems analysis, design and programming

      b. Analyze data and develop logical solutions to complex programming problems

      c. Develop and deliver clear and concise reports for intended audiences

      d. Interpret applicable laws, regulations, policies and procedures

      e. Apply critical thinking, problem solving and collaborative approaches to improving program services

      f. Effectively plan and carry out Department policy directives and program goals in an effective and timely manner

      g. Analyze situations thoroughly, identify potential problems, and find effective solutions

      h. Establish and maintain positive and professional working relationships with managers, coworkers, other governmental jurisdictions, and volunteers

      i. Effectively communicate and express ideas both orally and in writing.

      j. Apply appropriate independent initiative, discretion, judgment and organizational skills to a variety of projects, assignments and situations.

      k. Understand and execute complex oral and written instructions. Apply available guidelines, policies or procedures in diverse situations.

      l. Prepare and present written correspondence, reports and materials in clear, correct and comprehensible terms from general notes and concepts

       

      1. The successful candidate should possess a combination of education and experience that provides the necessary knowledge and abilities:

      a. Associate’s degree or equivalent from an accredited college or university with major course work in information technology, GIS, or a related field

      b. Two or more years of experience in information technology, GIS, or a related field

      c. High School graduate or GED equivalent.

       

            C. Certifications/Licenses:

               1. Must possess a valid driver’s license issued by the State of Texas, with an acceptable driving record.

                 2. Must have a current CPR card from the American Heart Association or the ability to obtain within  30 days.

                 3. A+, Cisco or Microsoft Certification preferred.

                 4. GIS Certification preferred

                 5. Complete NIMS (ICS-100, ICS-200, ICS-300, ICS-400, ICS-700, and ICS-800)

       

      Guidelines Cy-Fair FD has the right to consider any combination of education and experience in determining an individual’s qualification for this position.  Pay Rate: $36.00/hourlyRetirement:TCDRS 7% employee contribution, 14% employer contribution457b Voluntary retirement account, Department contribution matches up to 3%Insurance:Medical benefits are offered thru Blue Cross Blue Shield.HSA Plan $5000: The CFFD covers 100% of the employee premium and 90% for family. Thedepartment makes a quarterly contribution towards the HSA account.Dental, Vision, and Life Insurance.The CFFD covers 90% of the employee premium and 70% for family for dental and vision.The CFFD pays 100% of the premiums for Short Term Disability.The CFFD pays 100% of the premiums for Long Term Disability.The CFFD pays 100% of the premiums for a $50,000 Life Insurance policy.Supplemental Insurance:Aflac is available with 100% being paid by the employee.Additional Life insurance is available with 100% being paid by the employee.
